Means Testing for Targeting Population in Health Programs: A Systematic Review (Draft)

The objectives of this review are: 1) to describe the mechanisms of means testing used in health programs for targeting poor populations; and 2) to describe how the authors have assessed effects of means testing approaches where applicable.
