This paper provides an analysis of the policy of a one-year period of compulsory public service for health professionals, starting with doctors. The overall contextual factors, the policy development process, the influence of actors and the substantive content of the policy are scrutinized, with the primary aim of establishing the role of research in policy development and implementation.
